The 16th ASEAN Ministerial Meeting, held on 24–25 June 1983 and hosted by Thailand, represents a significant stage in the institutional consolidation of ASEAN during the Cold War period. The meeting reaffirmed ASEAN’s commitment to regional unity, political stability, and collective diplomacy, as reflected in the Joint Communiqué issued by the foreign ministers. Emphasis was placed on consensus-based decision-making, the principles of ZOPFAN, and the expansion of practical cooperation beyond political dialogue. The commemorative cover documents ASEAN’s transition toward structured ministerial processes and coordinated regional development, providing philatelic evidence of the organization’s evolution from a consultative forum into a mechanism supporting long-term political, economic, and infrastructural integration.

Purpose :
To commemorate the occasion of the 16th ASEAN Annual Ministerial Meeting which is hosted by Thailand during 24th – 25th June, 1983.

Design :
Illustrates the emblem of the Association of South East Asian Nations on the background of each member country’s flag, comprising Indonesia, Philippines, Singapore, Malaysia and Thailand. This is also to show their activities, especially of the collaboration of the member countries, in many aspects.
